2011 Flood Disaster Assistance

Post-Flooding Information & Resources: A Guide to Assist You After the Disaster

Seminar to Help Businesses Understand Disaster Assistance

Federal disaster assistance is available to businesses impacted by flooding both in physical asset losses as well as sales revenue losses. Unemployment assistance is also available to self employed individuals and employees who were unable to work as a direct result of the disaster. The Greater Wilkes-Barre Chamber of Commerce and Wilkes University Small Business Development Center are co-sponsoring a seminar on Wednesday, September 28 at 8:00 a.m. at the Innovation Center @Wilkes-Barre to help businesses understand the types of assistance that are available and the application process. The event is free and open to any business. Registration is requested by contacting the Wilkes University SBDC at 570-408-4340.

Financial assistance for businesses is in the form of low interest loans. Physical Disaster Loans can be used to repair or replace disaster-damaged property owned by the business, including real-estate, inventory, supplies, and equipment. Any size businesses, including non-profit organizations, are eligible. Economic Injury Disaster Loans provide working capital to meet ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. The deadline for filing an application for physical damage is November 14, 2011, with the deadline for economic injury being June 12, 2012.

Businesses can apply for financial assistance online immediately at www.disasterassistance.gov, by calling 1-800-621-3362, or in person at the Disaster Assistance office. Supporting documentation is important for business claims, including: an asset value list with pictures, business tax returns and financial statements for the past two or three years, and insurance information. The seminar will provide detail on this process, respond to questions, and also offer help to businesses in compiling documentation. "We understand that businesses are overwhelmed by the damage caused by the recent flooding," says Ruth Hughes, Director of the Wilkes University SBDC. "The Wilkes SBDC and Wilkes-Barre Chamber of Commerce are committed to helping businesses through the recovery process."

Disaster unemployment assistance (DUA) is available to individuals who are self-employed or who would not normally qualify for regular state assistance. DUA covers people who, as a direct result of the disaster, no longer have a job, are unable to reach their place of employment, were to begin work and were prevented by the disaster, cannot work because of an injury or illness caused as a direct result of the disaster, or have become a breadwinner or major supporter of a household because the head of the household died as a direct result of the disaster.

Applicants may file for DUA by calling toll free at 877-FILE DUA (877-345-3382), from 7 a.m. to 7 p.m. Monday and 7 a.m. to 5 p.m. Tuesday through Friday. Individuals using a text telephone (TTY) may call toll free at 888-334-4046. Representatives of the PA Department of Labor are also available at the local Disaster Assistance office.

SBDC representatives are currently available by calling (570) 408-4340.
