• Senate Bill 563, P.N. 571 (Phillips-Hill)— Amends Title 18 (Crimes and Offenses) of
the Pennsylvania Consolidated Statues to add the offense of ransomware to Chapter 76
Computer Offenses. Subchapter F provides for prohibited actions, grading, forfeiture
requirements, civil action and Commonwealth agency procedures, along with other
related provisions and definitions.
o Amendment A02265 (Baker)—Updates the “Commonwealth agency” definition,
notification, payment and annual reporting requirements. Makes technical changes
to grading of offense.
• Senate Bill 596, P.N. 595 (Argall)—Amends Title 18 (Crimes and Offenses) of the
Pennsylvania Consolidated Statues § 3929.3 Organized retail theft to create the Office of
the Deputy Attorney General for Organized Retail Crime Theft; provides for geographic
districts, staff, appropriations, grading and related updated definition.
o Amendment A02198 (Baker)—Removes appropriation, updates effective date,
and adds provision granting concurrent jurisdiction to OAG.
• Senate Bill 842, P.N. 995 (Dillon)—Amends Title 18 (Crimes and Offenses) of the
Pennsylvania Consolidated Statues to add harassment of a sports official to § 2709 and
provides related definitions and grading.
